According to US Law 17 is the age of consent for a person to have sexual relations with a person of any age older than them but only up to 3 years younger. However if someone is younger than 17 there is a 3 year age difference that is legal...ie 13/16, 14/ 17, 15/18, 16/19. It would be good if the parents took into account the maturity level of the kid...perhaps they felt they had. Google it...it's the same in all 50 states.
